Engineering Technician

PRIMARY PURPOSE:
The incumbent is responsible for developing complete construction and remodeling projects and supervising the work through to completion.
He/she is responsible for independent oversight of AE design projects.
He/she may also coordinate and develop station level projects.
MAJOR DUTIES AND
Responsibilities:
Incumbent will review all pertinent submittal information, manufacturers' literature and shop drawings submitted by contractors on assigned projects.
He/she will analyze all aspects of contract submittal data in order to ascertain that proposed equipment and materials meet all contract requirements.
Approval or disapproval of contract materials or equipment is performed independent of supervision.
Final tests and inspection of contract work will be performed and approved by the Incumbent.
Unusual or controversial problems, or questions concerning station policy may be discussed with the supervisor but technical supervisory assistance is infrequently sought or required.
The incumbent will usually keep the supervisor informed of contract progress but little oversight or assistance is required.
Daily inspections of contract work will be performed and coordination of contractors, sub-contractors and personnel, exercised on a daily basis to assure timely completion of the contract project.
Incumbent also provides a continuous review of the construction contract to assure submitted drawings of contractors are checked and analyzed for completeness, correctness and compliance with specification and/or contract drawings.
The incumbent performs technical review of A/E prepared designs and specifications for various architectural, electrical, plumbing, heating ventilation and air-conditioning projects and systems.
Incumbent must sometimes make adaptations to precedents and use creative thinking when precedents or standards don't apply.
Assistance from the immediate supervisor is not normally required to complete design document review.
Incumbent is responsible for maintaining current, up-to-date plans of all institutional grounds and underground utilities, as-built space and utility plans of all buildings, plus the registering and storing of all project drawings for future reference.
The Incumbent shall be responsible for all reports which are necessary and relative to construction projects.
These reports include:
Contract Progress Reports on all VISN approved projects; and all station level reports necessary to provide station management with adequate construction information.
Various other reports will be prepared requiring technical knowledge or the compiling of technical data to answer headquarters, VISN or station level requests not necessarily related to construction.
Incumbent will make necessary changes and updates to the Capital Assets Inventory (CAI) and the Facility Condition Assessment (FCA) as directed by the Engineering Service Line Manager.
The incumbent prepares plans, specifications and detailed cost estimates for review and approval by Project Engineers.
Cost estimates will be prepared during project planning and development to assure design conformity to budget limitations.
Incumbent reviews standard or precedent specifications and makes necessary selections or adaptations to meet project requirements.
He/she originates specifications using practical engineering knowledge and techniques when project requirements are unprecedented.
Construction cost estimates will be independently prepared by the incumbent for projects under construction where changes involving contract cost additions or reductions are involved.
The incumbent will perform duties relative to recurring station level, non-recurring, minor or major construction project submission with minimal supervision from the immediate supervisor.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
